By Brazil Stock Guide – Brazil’s state development bank BNDES has launched a public call for partners to conduct a technical study on “Opportunities of Decarbonization and the Energy Transition for the Restructuring of the Shipbuilding Industry.” The project has a budget of up to BRL 8 million (USD 1.5 million) from the bank’s Project Structuring Fund.
The initiative aims to design a revival strategy for Brazil’s shipbuilding sector, positioning it within the global shift toward low- and zero-carbon fuels. The study will draw on national and international benchmarks, as well as the broader geopolitical context that is pushing countries to secure domestic fleets for reasons of energy security and balance of payments.
The work will include building a comprehensive global and domestic database, conducting a sectoral diagnosis, and setting out short- and long-term targets. It will also recommend public-policy measures, resource allocation, and priority action lines for the government.
Beyond the decarbonization agenda, the study must address critical structural bottlenecks such as access to competitively priced steel, supplier-chain development, technology transfer, and productivity gains. The project will be carried out with the support of technical staff from BNDES and Transpetro, Petrobras’ logistics subsidiary.
