Light’s 30-Year Renewal Now in MME’s Hands After ANEEL’s Unanimous Endorsement

The proposal, which was based on the criteria of financial health and service quality, now moves to the Ministry of Mines and Energy (MME), which holds the final authority to ratify the renewal under Decree 12,068/2024.

Regulatory milestone

The decision consolidates the position already outlined by ANEEL rapporteur Gentil Nogueira, whose vote concluded that Light met the decree’s requirements on efficiency, reliability, and sustainability. The board’s endorsement marks a key regulatory step for the utility, which has been under judicial recovery since May 2023 and is seeking long-term stability to continue serving millions of customers in Rio de Janeiro state.

Dissent, not disagreement

Director Fernando Mosna presented a dissenting vote, also recommending renewal but under different analytical parameters — signaling technical caution rather than opposition. His statement emphasized the need for “additional criteria” to refine future concession evaluations, without challenging the substance of the approval.

Financial turnaround acknowledged

ANEEL’s technical department treated Light’s financial restructuring as equivalent to a capital injection, meeting the economic-efficiency requirement for 2023. The company’s reorganization plan, which involved debt renegotiations and asset optimization, was deemed sufficient to prove financial sustainability for the concession term ahead.

Local backing and next steps

The regulator also noted strong municipal support: in September 2025, ANEEL’s director-general Sandoval Feitosa met with mayors representing 70% of Light’s concession area, who signed a joint letter urging the renewal and citing improvements in service quality and investment commitments. The MME is expected to assess ANEEL’s recommendation over the coming weeks, weighing its compliance with national energy-policy targets before issuing a final decision.
