By Brazil Stock Guide – Brazil’s government has set a minimum concession fee of 500 million reais ($100 million) for Tecon Santos 10, a planned mega container terminal at the Port of Santos, as it moves closer to launching one of the country’s most significant port auctions.
The Ministry of Ports and Airports said on Monday (12) it approved the final project structure and formally forwarded the model to the National Waterway Transportation Agency (ANTAQ), which is responsible for validating and publishing the tender notice. The auction is expected to take place in the second half of March, according to the ministry’s timetable.
Officials said the final design fully incorporates requirements issued by Brazil’s federal audit court, including measures aimed at preventing excessive market concentration in the initial phase of the bidding process. The minimum concession fee of 500 million reais was defined as part of those safeguards, with the goal of ensuring legal certainty and maintaining competitive conditions in the auction.
With the project now under ANTAQ’s review, the next stage involves presenting the terminal to domestic and international investors. The ministry has requested the immediate organization of a roadshow, with dates expected to be announced later this week.
ANTAQ must still complete its internal approval procedures before releasing the tender. If the notice is published closer to the end of the month and the auction proceeds in the second half of March, the period between publication and bidding will be shorter than the roughly 100 days typically seen in large-scale infrastructure concessions.
